1．正義心を大切にする（23:1-9）
23章は、現代の訴訟法に通じる内容です。訴訟で大切なのは、正しい証言であると言います（1-9節）。たしかにその通りです。人の心には、権力に媚びて、あるいは屈して不当な証言をする弱さがあるものです。同情心から弱く見える者に、甘い証言をしてしまったり、偏見から厳しい証言をしてしまったりすることもあります。裁判では何が正しいのかが大事にされなくてはなりません。とくに大切なのは、証言する相手に左右されないことです。貧しい人、弱い立場にある人、敵と思われるような人に対して、人は実にいいかげんな証言をしてしまうものです
4節「あなたの敵の牛やろばが迷っているのに出会った場合、あなたは必ずそれを彼のところに連れ戻さなければならない。あなたを憎んでいる者のろばが、重い荷の下敷きになっているのを見た場合、それを見過ごしにせず、必ず彼と一緒に起こしてやらなければならない」。敵あるいは自分をよく見ようとしない人に、普通人は良い対応はしないものでしょう。ましてその持ち物、所有物に対しては、どうでもよいと思ってしまうものではないでしょうか。
人間の誠実さというのは、証言の場だけではないのです。生活の様々な場で、その人間性が試されることが起こるのです。神は、いつでも人間として正しいことを成すように、他者が誰であれ親切に接し、公平な判断を下し、弱者を助けるように勧めます。それが人間の生きるべき道である、と。
2．宗教歴、祭儀的規定（23:10-19）
続く10-19節は、宗教的、祭儀的な規定です。安息年（10、11節）、安息日（12、13節）と呼ばれるものが取り上げられます。古代イスラエルには、七年に一度、七日に一度物事を休ませる考え方がありました。土地も、そして人もそうなのです。それは「弱い者が息をつくためである」という目的のためです。土地に対しても、人に対しても、ぎりぎり搾りたてるようなことをしてはならない、大切な原則です。
たとえば農業では、同じ作物を連続して栽培すると特定の栄養素が大量に消費され、土壌のバランスが崩れることがあります。また特定の病害虫が増えやすくなったりします。そのような時に、田畑を休めるなら、土壌は自然に回復し、病害虫の繁殖サイクルも断ち切り、次の作付けに田畑が整えられていきます。人間も同じでしょう。余裕とゆとりの時間を日常の中に回復させていく、休んで回復し、次の働きをする、持続可能なあり方を神が教えられているのです。
15節からは三大巡礼祭である、種を入れないパンの祭り（15節）、刈り入れの祭り（16節）、収穫祭（16節）の勧めです。祭りを行い守る際には、手ぶらで神の前に出てはいけないと言われます。
イスラエル人が守る祭りは、「あなたがエジプトを出たからである」と出エジプトの出来事を思い起こすためのものでした。20章で学んだ十戒の前文の意味をもう一度思い出してみましょう。彼らは、神あっての今の生活だから、年に3回は、神に感謝の時を持ちましょうと教えられたのです。であれば手ぶらで出て行ってはなりません、ともなります。
3．神の祝福の約束（23:20-33）
最後に20節から、神との関係に注目させられます。もし、あなたが神と共に生きようと決意し、神のことばに従って生きるなら、神は、あなたを守り、あなたの敵には敵となり、あなたの仇には仇となろうと約束されます（20-23節）。また、25節あなたは生活の糧に困ることもなく、健康が守られると言います（24-26節）。そして、あなたの繁栄も間違いないと言います。なんと聖書の神は、家内安全、無病息災、商売繁盛といったご利益を約束しているのでしょうか。いや、そのように単純に捉えてはならない部分でしょう。
文脈に注目しましょう。この約束は、神がイスラエルをエジプトの奴隷から選び救い出した事実に基づいています。神は、病める者、弱い者、虐げられた者を救い出された。それは多いなる恵みであるが、それで終わりなのではない。最期まで責任を持ってその生活を回復されるという神の堅い決意と愛が語られているのです。信仰生活は、単なるご利益を受け取る以上のもの、信仰者の生活がしっかりと建て上げられ、質のよい人生に生きていくことを意味するものなのです。

Chapter 23: The Law of Procedure (Justice of the Law), Spiritual Commandments (Serving the Lord)
- valuing justice (23:1-9)
Chapter 23 is a good example of contemporary litigation law. It says that what is important in litigation is righteous testimony (vv.1-9). This is true. There is a weakness in the human heart that makes people give unjust testimony out of flattery or acquiescence to authority. We may give lenient testimony to those who appear weak out of pity, or we may give harsh testimony out of prejudice. In a trial, what is right must be valued. It is especially important not to be influenced by the person to whom you are testifying. People can be very careless in giving testimony against the poor, the weak, and those who are perceived as enemies.
Verse 4: “When thou seest thine enemy’s ox or ass straying, thou shalt surely bring it back to him. If you see the ass of one who hates you under a heavy load, you shall not overlook it, but you shall surely raise it up with him. People usually do not respond well to an enemy or to someone who does not take a good look at them. And even more so, they may not care about their belongings or possessions.
Human integrity is not limited to testimonials. It is in many areas of our lives that our humanity is put to the test. God encourages us to do the right thing as human beings at all times, to treat others kindly, to make fair judgments, and to help the weak, no matter who they are. That is the way human beings should live. - religious history, ritual regulations (23:10-19)
The following verses (10-19) are religious and ritual regulations. They cover what is called the Sabbatical year (vv. 10, 11) and the Sabbatical day (vv. 12, 13). Ancient Israel had the idea of resting things once every seven years and once every seven days. So it is with the land and so it is with people. It is for the purpose that “the weak may breathe. It is an important principle that neither the land nor people should be squeezed to the limit.
For example, in agriculture, continuous cultivation of the same crop can consume large amounts of certain nutrients and upset the balance of the soil. Also, certain pests and diseases can easily increase. If the fields are rested at such times, the soil will naturally recover, the cycle of pest and disease reproduction will be broken, and the fields will be prepared for the next planting. The same will be true for human beings. God is teaching us how to restore time for relaxation and leisure in our daily lives, how to rest, recover, and do the next work, and how to be sustainable.
From verse 15, the three major pilgrimage festivals, the Feast of Unleavened Bread (verse 15), the Feast of Reaping (verse 16), and the Feast of Harvest (verse 16), are recommended. When performing and observing the festivals, we are told not to go before God empty-handed.
The festivals that the Israelites kept were meant to remind them of the events of the Exodus, “for thou hast left Egypt.” Let us recall again the meaning of the preamble to the Ten Commandments, which we studied in chapter 20. They were told that they should have a time of thanksgiving to God three times a year, because it was because of God that they were now living. If this is the case, it also means that they should not go away empty-handed. - the promise of God’s blessing (23:20-33)
Finally, beginning in verse 20, we are brought to focus on our relationship with God. If you are determined to live with God and live according to His Word, He promises to protect you, to be an enemy to your enemies and an avenger to your enemies (vv. 20-23). He also says verse 25 you will have no trouble making ends meet and your health will be protected (vv. 24-26). And he also says that your prosperity will be assured. How dare the God of the Bible promise benefits such as domestic safety, good health, and prosperous business? No, that would be the part that should not be taken so simply.
Look at the context. This promise is based on the fact that God chose and delivered Israel from slavery in Egypt. God has delivered the sick, the weak, and the oppressed. That is a lot of grace, but it is not the end of the story. It speaks of God’s firm determination and love to restore their lives with responsibility until the end of time. The life of faith is more than just receiving benefits, it means that the believer’s life is firmly built up and lived in quality.
