1．ツロとシドンへの警告
地中海東沿岸の都市、ツロに対するメッセージです。13章から始まる大きな区切り、第二部の初めは、大陸の軍事大国バビロンへのメッセージ、その終わりは、海洋の大商業都市ツロとシドンへのメッセージです。イスラエル周辺の国々すべてに神のメッセージが語られます。
1節、ツロは「岩」を意味します。位置的には、シドンの南36キロ、パレスチナ本土からは、550メートル離れた小島に建てられた港町です。ツロは、古くから、シドンと並ぶ海洋都市として栄えていました。初めにツロの代表的な交易先があげられます。一つはタルシシュ。地中海の西端、現在のスペインに位置する場所です。彼らの交易船が、タルシシュまで出かけ、荷を積み替えて再びキティム、つまりツロの一歩手前のキプロス島まで戻って来る時に、ツロ滅亡の驚く知らせを聞くことになるだろう、と言うのです（1節）。
また3節、シホルは、エジプトの東にあったナイル川の一支流の名で、ツロはシホルの穀物を商っていました。しかしもはやその穀物の届け先が失われ、地中海一体の経済が大混乱を招く事態が生じる、と言います。今のウクライナの戦争で、穀物が運び出せない状況とよく似ています。しかし今も昔も変わりはありません、当時も、突如起こる戦争によって、人々の生活の日常性が失われる。それが起こる、神がそれを図ったからだ、と言います（9節）。
2．神のご計画
心に留めるべきことは、神のお考えでしょう。常に人は、安心を得ようとするものでしょう。お金を蓄え、仕事を確保し、人間関係を強固にし、安定した収益が入ることを目指します。しかしそれによって、皮肉にも、弱肉強食の格差社会を生み出し、構造化させ、もはや誰もそれを覆せない、富める者が、ますます富、貧しい者はますます貧しくなる、そんな状況すら生み出します。けれども、神は、その状況を覆すのだ、神がそれを図るのだと言うわけです。
ツロが滅びることは、ツロに搾取されていたタルシシュにとって、喜びの知らせでした。10節、もうあなたを踏みにじる者はいない、と。神がそのように図った、そして神が、その立場の逆転をもたらしたのだ、と言います（11節）。ツロの仲間であるシドンも（12節）、そして人間の権力の象徴カルデア人の地、つまりバビロンも滅ぼされる。ただ、それは神の懲らしめのためだから、70年と時が定められている。70年後、ツロは再び商業都市として再生し、栄えるように神は定めておられると語られます（15節）。その時には、ツロも本当に生まれ変わり、18節、町の富は、神の民のために用いられるようになる、と言います。神の民のために、と言うことは、イスラエルに利益をもたらす町になることか？と考えるところですが、イザヤが言っている大事なことは、人間の計算とは違う所で物事が動く、神のみこころがすべてなのだ、ということでしょう。
当時の国際情勢の中で、小国のユダ南王国がアッシリアと同盟を組まず、アッシリアの庇護も受けずに、自立の道を歩むなど無謀な行為でした。アッシリアの傘下にいれば、国は安泰である、と誰もが考えたことでしょう。しかし、そのアッシリアの動きを許し、ツロやシドン、そしてバビロンを滅ぼされる神がおられるのです。人間の格差社会は堅固に構造化され、決してこれを崩せないように思われることがあるものです。しかしそれを見事に打ちこわし、新しい秩序をお造りになる神がおられるのです。恐れるべきは、人ではなく神である、と心得たいものです。では今日も良き一日となるように祈ります。

Chapter 23: Judgment on Turo
1. warning to tulo and sidon
This is a message to Tullo, a city on the eastern coast of the Mediterranean Sea, beginning with chapter 13 and ending with a message to Babylon, a military power on the continent, and to Tullo and Sidon, great commercial cities on the sea. God’s message is spoken to all the nations around Israel.
Verse 1, Turo means “rock.” In location, it is a port city built on a small island, 36 km south of Sidon and 550 meters from the Palestinian mainland. Turo has long been a thriving maritime city along with Sidon. At the beginning, Turo’s representative trading destinations can be mentioned. One is Tarshish. It is located at the western end of the Mediterranean Sea, in present-day Spain, where they say their trading ships will hear the startling news of Tullo’s destruction when they return to Kittim, or Cyprus, one step before Tullo (verse 1).
Also in verse 3, Sihol was the name of a tributary of the Nile River east of Egypt, and Tullo was a trader of grain from Sihol. But he says that the grain will no longer have a destination, and the economy of the entire Mediterranean Sea will be in turmoil. The situation is similar to the current war in Ukraine, where grain cannot be transported out of the country. But then again, ordinary people never thought that a war would suddenly erupt and destroy their daily lives. But it happens, he says, because God has planned it (v. 9).
2. God’s Plan
What we should keep in mind is God’s plan. People are always trying to find security. We want to accumulate money, secure a job, strengthen relationships, and have a steady stream of income. Ironically, however, this creates and structures a disparate society in which the rich get richer and the poor get poorer and poorer. But God will reverse the situation, he says, and he will do it.
The destruction of Tullo was joyful news to Tarshish, who had been exploited by Tullo, who was told in verse 10, “No one will trample you anymore. He says that God had so planned it, and that God had brought about the reversal of their position (v. 11). Sidon, the companion of Tullo (v. 12), will be destroyed, as well as the land of the Chaldeans, the symbol of human power, i.e., Babylon. But because it is for God’s chastisement, the time is set for 70 years, and we are told that God has decreed that after 70 years, Tullo will once again be reborn as a commercial city and prosper (v. 15). At that time, he says, Tullo will truly be reborn, v. 18, and the wealth of the city will be used for the benefit of God’s people. Does “for the people of God” mean that the city will benefit Israel? But the important thing Isaiah is saying is that things work out differently from human calculations, and that God’s will is all that matters.
In the international situation of the time, it would have been reckless for the small southern kingdom of Judah to go its own way without an alliance with Assyria and without the protection of Assyria. Everyone would have thought that the kingdom would be safe under the Assyrian umbrella. But there is a God who will allow Assyria to move and destroy Tullo, Sidon, and Babylon. The inequality of human society is so firmly structured that it sometimes seems that it can never be broken. But there is a God who can destroy it and create a new order. We should remember that it is God, not man, who should be feared. I pray that today will be another good day.
