1．イスラエルの支配者への裁き
まず、神の裁きの厳しいまなざしは、イスラエルの支配者たちに向けられます。そして彼らの罪が指摘されます。預言者ミカが生きた時代は、貧富の差が拡大し、強い者がいよいよ強くなり、弱い者はますます弱められていく時代でした。支配者たちは、悪巧みを計り、貧しい者たちから畑や家を奪い、土地から追い出す等、無情な仕打ちをしていました。権力を持つ者は金儲けのために手段を選びませんでした。不正なはかりで商売を行い、平気で暴力を振るい、法律の抜け道を使い、強奪し略奪したのです。彼らは2節、まさに「欲しがった」のです。ヘブル語ではハーマド、十戒の「欲しがってはならない」（出エジプト20:7）に当たる言葉です。彼らは、富を増やすためにあらゆる手段を用いました。
そうした金持ちたちは、3節「胸を張って歩くこともできなくなる」と言います。神は、そのような不正を犯し、不真実な者の計画を挫折させ、土地を取り上げて、敵に渡してしまう事も出来るお方なのです。神が災いを下そうと決意されるなら、彼らは侵略者のあざけりを受け、物笑いの種となるでしょう。貪りを持って、土地をわが物とした権力者は、力づくで巻き上げたもの、全てを失うのです。しかし、それでも彼らは、神が用いられたさばきの道具であるアッシリア軍を「裏切る者」と呼び、神が自分に下された災いの意味を悟ろうとしない、と言います（4節）。
2．偽預言者たちに対する裁き
6節からは偽預言者たちに対する神の裁きが告げられます「たわごとを言うな」と言って、彼らはたわごとを言っている」不真実な民に、鋭く神の裁きを宣告するミカの預言に、当時の人々は反感を抱きました。そしてミカの口を封じようとしました。神のまことのことばを語る預言者はいつの時代も歓迎されないものです。しかし、ミカは動じません。「そんなたわごとを言ってはならない」と彼らのことばをそのままそっくり返しています。ミカは預言者として、辱められることを厭わず、誰も聞こうとしない、悟ろうとしない神の心を伝え続けるのです。
当時の支配者たちの問題は、支配者たちが自分たちの職務を、神に与えられたものとして、神の栄光を現わし、人民の福祉のために全うしようとせず、その職務に奢り、人の上に立って、権力を振るい、様々な形で人々の心を踏みにじったことにあるのです。神を認めないことが、そもそもの害悪でだと言うべきでしょう。ミカは、神に従おうとする人々が、不真実な者たちの巻き添えを食わないように、「立ち去れ」と警告します。「ここは汚れているために滅びる。それはひどい滅びだから」（10節）と。
私利私欲を追求し、失敗していく地上の王たちに対して、まことの王であり、失敗することのない神の思いが語られます。12節「ヤコブよ。わたしはあなたをことごとく必ず集める。」彼らには警告した。にもかかわらず彼らは悔い改めないのだから、その滅びは確実だ。しかし、「残りの者」は、必ず集められる。つまり神の裁きの中で、悔い改めた残りの民は、再び集められて再生されるのだ、と言います。彼らはざわめき感謝と喜びの声をあげる、と言います。なぜなら神が「打ち破る者」として民を敵から解放し、引き出されることを知るからだ、と言います。直接的にはバビロン捕囚からの解放を言っていますが、ここは、終末的な解放をも語っています。そして、同時に、今の私たちの解放についても示唆しています。
誰かの横暴によりあなたが、何か不本意な思いを抱くような時に、その思いを心の中で反芻しないことです。神の救いは確かであると、静まって祈り、神の手に委ねることを学ぶことです。では今日も良き一日となることを祈ります。

Micah 2: God’s Judgment
1. judgment on the rulers of Israel
First, the harsh gaze of God’s judgment is directed toward the rulers of Israel. Their sins are pointed out. During the time of the prophet Micah, the gap between rich and poor was widening, the strong were becoming stronger and the weak were becoming weaker. Rulers were devious, taking from the poor their fields and homes, evicting them from their land, and otherwise treating them mercilessly. Those in power chose any means to make money. They did business with dishonest scales, used violence with impunity, used loopholes in the law, and robbed and plundered. They “coveted” the very thing, verse 2. The Hebrew word is harmad, the Ten Commandments, “You shall not covet” (Ex. 20:7). They used every means to increase their wealth.
Such rich people, says verse 3, “will not be able to walk with their chests out. God is able to frustrate the plans of such unjust and untruthful people, take away their land, and give it to their enemies. If God decides to inflict a plague, they will be mocked and ridiculed by the invaders. The powers that be who have greedily taken the land for themselves will lose everything they have taken by force. But they will still call the Assyrian army, God’s instrument of judgment, “traitors,” and refuse to realize the meaning of the plagues God has sent upon them (v. 4).
2. Judgment on False Prophets
From verse 6, God’s judgment on false prophets is announced: “He says, ‘Don’t talk nonsense,’ and they talk nonsense. They tried to silence him. A prophet who speaks the true word of God is always unwelcome. But Micah was unmoved. He replies to their words exactly as they said them, “Do not talk such nonsense. As a prophet, Micah is willing to be humiliated, and he continues to preach the heart of God, which no one wants to hear or understand.
The problem with the rulers of that time is that they did not fulfill their duties as God-given, for the manifestation of God’s glory and for the welfare of the people, but rather they were deluded by their duties, standing above others, wielding power, and trampling on the hearts of the people in various ways. It should be said that not acknowledging God is the very thing that has harmed them in the first place. Micah warns those who seek to follow God to “go away” lest they become collateral damage to those who are untruthful. For this place will perish because it is unclean. For it is a terrible destruction” (v. 10).
In contrast to the kings of the earth who pursue self-interest and fail, this is the thought of God, who is the true king and will never fail. I will surely gather you at every turn.” They were warned. Nevertheless, they do not repent, so their destruction is certain. But “the rest” will surely be gathered. In other words, he said, in God’s judgment, the rest of the people who have repented will be regathered and regenerated. They will murmur and shout for thanksgiving and joy. They say they will be thrilled and rejoice because they know that God will deliver and deliver his people from their enemies as the “overcomer.
