建物や仕組みが整っているのに、なぜかうまく機能しない――こうした課題に直面することがあります。これは学校や職場だけでなく、教会でも起こり得ます。ネヘミヤ記7章は、まさにその「次の課題」に焦点を当てています。6章で城壁が完成しましたが、7章の冒頭で描かれるのは、祝賀会ではなく門の管理と人員配置の話です。つまり聖書は、「形ができた後こそ、その形を本当に機能させていく作業がある」と静かに語っているのです。
2．本章の位置づけと構造の概説
ネヘミヤ記7章は、「城壁の完成」から「律法の共同体」（8章）へ向かう橋渡し役となっています。外側の壁が整った後で、今度は内側、つまり共同体の秩序を整える段階に進むのです。
・7:1–3 門と警備の制度化 城壁が完成したあと、ネヘミヤはエルサレムの警備長を任命しました。また、門の開閉や見張りの担当が決められ、町の守りの体制が整えられます。
・7:4 町の現実の直視 しかし「この町は広々として大きかったが、中の住民は少なく、家もまだ十分に建てられていなかった」（7:4）とあるように、外側が整っても生活基盤まではまだ整っていませんでした。
・7:5 登録開始の根拠 そこでネヘミヤは、移住計画を進めるために神の導きのもと、名簿づくりと人口調査に取りかかります（7:5）。
・7:6–60 帰還者名簿 作成された名簿はエズラ記2章と重なる内容です。帰還者たちが契約の歴史につながる民であることが示されます（7:6）。
・7:61–65 資格の慎重な扱い 系図で証明できない人は「祭司職の資格がない者」とされました（7:64）。ただし「ウリムとトンミムを使える祭司が現れるまでは」（7:65）判断を保留にします。このように、聖さを守りつつ、回復の道も残しています。
・7:66–73 総計とささげ物 帰還者の総数とささげ物が記され、「全イスラエルが自分たちの元の町々に住んだ」（7:72）と再定住が確認されます。
3．最初の読者へのメッセージ
当時の読者は、この章を単なる「退屈な名簿」としてではなく、「神が町をどのように立て直していったのかを示した記録」として読んだはずです。城壁ができても、人がしっかりと整わなければ町は守られません。礼拝を担う人々が整わなければ、信仰共同体も続けていけません。そのため、ネヘミヤは信頼できる人物に責任ある役割を任せ（7:2）、門の管理も任せました（7:3）。また、町の人口が少ない課題に直面し（7:4）、神の導きを受けて移住計画を進めたのです（7:5）。
重要なのは、この計画に参加する人の資質に慎重に目を向けたことです。単なる能力主義ではなく、誠実さと神を恐れる心を持つ人が選ばれました。また、資格のある人を求めましたが、その資格がはっきりしない場合は、すぐに排除するようなことはせず、厳格に規則だけを当てはめることもありませんでした。彼らは、ひとりひとりが丁寧に、大切にされる「雰囲気」を重んじていたのです。これが、彼らが目指した共同体のあり方でした。
4．現代の私たちへの霊的なススメ
もし私たちが教会を単なる「趣味の集まり」以上のものとして考えるなら、7章は大切な指針となります。教会もまた目的をもった共同体です。教会は誰にでも門を開きますが、実際にメンバーとなるには、キリストによる新しい生き方を経験し、イエスを主として信じ、従う意思が求められます。日本のように曖昧さが好まれる社会でも、教会がその目的を果たしていくには、はっきりとしたアイデンティティに基づいて組織される必要があるのです。これは差別ではなく、コミュニティ本来の役割や成長のために欠かせないことです。
また、神は目立った働きだけでなく、名簿作成のような地味な仕事にも目を向けて導いておられます。神は秩序の神であり、私たちの日々の生活を現実的な形できちんと支えてくださる方です。どんなに小さな奉仕であっても、そこに神の導きを求めて祈りながら取り組むことが大切です。
最後に、神の聖さは誰かを排除するためのものではなく、回復へと導くためにあります。7:61–65の「判断保留」は、その象徴的な例です。神は急いで裁く方ではなく、真理とあわれみに根ざしながら人々を整える方であることを、ここから学ぶことができます。では、また明日お会いしましょう。
[Season 6] Nehemiah 7—An Easy-to-Understand Walkthrough
1. What Comes After “It’s Finished”
Have you ever seen a place where the building is complete, the system is in place—yet somehow it still doesn’t work? This can happen at school, at work, and yes, even in church. Nehemiah 7 focuses on that “next challenge.” Chapter 6 ends with the wall completed, but chapter 7 opens not with a celebration. It opens with gate management and staffing. In other words, Scripture quietly tells us: after the shape is formed, there is still the work of making that shape truly function.
2. Where This Chapter Fits, and How It’s Structured
Nehemiah 7 serves as a bridge from “the wall is finished” to “the community shaped by the Law” in chapter 8. Once the outer boundary is secured, the next step is to put order inside the community.
7:1–3 The gates and the guard system are established
After the wall is completed, Nehemiah appoints leaders responsible for Jerusalem’s security. Gate opening and closing, as well as watch duties, are set so that the city’s defense becomes stable.
7:4 Facing the city’s reality
Nehemiah notes, “Now the city was large and spacious, but the people in it were few and the houses were not built” (7:4). Even when the outside is in place, daily life and the city’s foundations still need rebuilding.
7:5 The reason the census begins
To move forward with a resettlement plan, Nehemiah begins compiling a register and conducting a census under God’s guidance (7:5).
7:6–60 The list of returnees
The register overlaps with Ezra 2. It shows that the returnees are not a disconnected group but a people tied to the covenant story (7:6).
7:61–65 Careful handling of qualifications
Those who could not prove their genealogy were regarded as “disqualified from the priesthood” (7:64). Yet judgment was held in reserve “until a priest arose with Urim and Thummim” (7:65). In this way, holiness is guarded while the path to restoration is kept open.
7:66–73 Totals and offerings
The total number of returnees and their offerings are recorded, and resettlement is confirmed: “So all Israel lived in their cities” (7:72).
3. The Message to the First Readers
The first readers would not have treated this chapter as “a boring list of names.” They would have read it as a record of how God rebuilt the city. A wall alone cannot protect a city if the people are not organized. A faith community cannot continue if those who carry worship and service are not in place. That is why Nehemiah entrusts responsibility to reliable people (7:2), assigns gate management (7:3), faces the problem of a small population (7:4), and moves forward under God’s direction (7:5).
What matters is that he paid careful attention to the kind of people involved. He did not rely on ability alone. He looked for integrity and a heart that feared God. He also cared about qualifications, but when qualifications were unclear, he did not rush to exclude people, nor did he apply rules harshly without care. He valued an atmosphere in which each person was treated thoughtfully and with dignity. That was the kind of community they were seeking.
4. A Spiritual Encouragement for Us Today
If we see the church as more than a “hobby group,” Nehemiah 7 offers important guidance. The church is a community with a purpose. The church’s doors are open to all, yet becoming a member calls for a new way of life in Christ—trusting Jesus as Lord and choosing to follow Him. Even in a culture that prefers ambiguity, the church cannot fulfill its calling without being shaped by a clear identity. This is not discrimination; it is essential for the community’s mission and growth.
Also, God guides not only visible, dramatic work, but even quiet tasks like making a register. God is a God of order, and He supports our daily lives in practical, real ways. Even small acts of service matter when we seek His guidance and carry them out in prayer.
Finally, God’s holiness is not meant to push people away; it is meant to lead people toward restoration. The “reserved judgment” in 7:61–65 is a powerful example. From this passage, we learn that God is not in a hurry to condemn, but He forms His people on the foundation of truth and mercy. See you again tomorrow.
