1．サムエルの告別説教
イスラエルは、サウルを王として受け入れました。サムエルの時代は終わりました。これからはサウルがサムエルに代わってイスラエルの「先に立って」進んでいくのです。
1）指導者として真実である
それは、単に戦争をリードする以上に、神と人の前に生き、指導者として正しい政治を行うことを意味しました。そこでサムエルは、自分が、さばきつかさとして搾取したことも、わいろをとって富裕な者や権力ある者におもねることもなく、いかなる訴えに対しても負い目のないことを宣言します。指導者は、正しい生活と正しい政治を行うのです。
2）神は真実である
次に、サムエルは主の真実さについて明言する（7節）。イスラエルの歴史、つまり出エジプト、シナイの荒野、カナンの侵入という歴史を通して、主は常に真実でした。しかし民は、その主に不忠実な者でした。「彼らは彼らの神、主を忘れた」（9節）とその罪が指摘されます。いつでもイスラエルは、主を忘れ、主に逆らう民でした。そのために、彼らはしばしば苦しみに巻き込まれました。しかし、そうであっても主を呼び求める時に、主は彼らを助けてくださいました（11節）。主のあわれみは尽きないことが強調されます。読者に求められていることは、このような過去の世代の出来事を自分と結びつけることです。かつての主の救いの業は、その当時のもので終わるのではなく、私たちのための教えです。

大切なのは自分たちを先導する王ではなく、王を立ててくださる神です。神そのものを認めていくことが私たちの繁栄を導くのですサムエルが、退任するにあたり、王に従えとは命じず、神に従うことを再三強調することに注目しましょう。そして悪を重ねるなら、イスラエルの民も、イスラエルの王もみな滅ぼしつくされると語ることに注目すべきです。「主に従い、わきにそれず、心を尽くして主に仕えなさい」（20節）「主がどれほど偉大なことをあなたがたになさったかを見分けなさい」（24節）。
実に、王は、ヨシュアがそうであったように、主の軍の将の副将です。あくまでも王は、神の下に歩む者であり、サウルもその事実に心を留めていたならば王位から退かせられることもなかったでしょう。サウルの弱さは、民の弱さであり、また私たちの弱さでもあります。私たちもまた、神よりも人、神よりもお金、神よりも物に心を留めてしまうものです。やはり具体的なものがないと、不安を耐えしのぐことができない性質が私たちにはあります。様々な恐怖に襲われると、何か具体的な目に見えるものに頼ってしまうところがある。しかしそのような所で敢えて、目に見えない神の最善を信じ、「主を恐れ、心を尽くして、誠意をもって主に仕える」ことが信仰なのです。助けてくださるのは神です。助け手を送ってくださるのは神です。偉大なことをなさる主にこそいつでも期待を持って歩みましょう。では今日もよき一日となるように祈ります。

Israel has accepted Saul as king. The days of Samuel are over. From now on, Saul will take the place of Samuel and move forward “in advance” of Israel.
1) True as a leader
It meant living in front of God and man and doing the right politics as a leader, rather than just leading the war. So Samuel declares that he is not liable for any complaints, neither has he been exploited as a judge, nor has he taken a bribe to the wealthy or powerful. Leaders live the right life and the right politics.
2) God is true
Next, Samuel makes a statement about the truth of the Lord (ver. 7). Throughout the history of Israel, the Exodus, the wilderness of Sinai, and the invasion of Canaan, the Lord has always been true. But the people were unfaithful to the Lord. “They have forgotten the Lord their God,” (ver. 9), pointing out their sins. Israel was always a people who forgot the Lord and opposed the Lord. Because of that, they were often involved in suffering. But even so, when calling on the Lord, the Lord helped them (verse 11). It is emphasized that the mercy of the Lord is endless. What is required of readers is to connect these past generations of events with themselves. The former work of the Lord’s salvation does not end with what it was then, but is a teaching for us.
Israel’s request for a king was an act of “forgetting the Lord.” They made the mistake of seeking people before God. It was to defeat the will of God, but “You are afraid of the Lord, you serve the Lord, you obey the voice of the Lord, you do not disobey the command of the Lord, and you too If the king who reigns also follows the LORD your God, that’s fine, “(ver.14) says. God is gracious.
3) Truth to God
Finally, look at the great work of the Lord. Ver. 18 “When harvesting wheat” is around May-June. The rainy season of spring has already passed in Israel, and it is now a season without rain. The Israelites were very afraid of the Lord and Samuel because they called for thunder and rain during those seasons. But this was a sign. In other words, it was proof that the Lord had not abandoned Samuel, the servant of the Lord who had forsaken the people. And, as Samuel said, he witnessed that God would respond whenever he called on the Lord.
The important thing is not the king who leads us, but the god who establishes the king. Recognizing God itself leads to our prosperity. Notice that as Samuel retires, he does not command him to obey the king, but repeatedly emphasizes his obedience to God. And it should be noted that if evil is repeated, the people of Israel and the king of Israel will all be destroyed. “Follow the Lord, do not turn aside, and serve the Lord with all your heart” (ver. 20) “Discern how great the Lord has done to you” (ver. 24).
Indeed, the king is a deputy general of the Lord’s army, as Joshua did. The king was the one who walked under God, and if Saul had kept that fact in mind, he would not have been dismissed from the throne. Saul’s weakness is both the weakness of the people and the weakness of us. We too care about people more than God, money more than God, and things more than God. After all, we have the property that we cannot endure anxiety without concrete things. When you are struck by various fears, you may rely on something concrete and visible. However, in such a place, it is faith to believe in the best of the invisible God and to “fear the Lord, do everything in his heart, and serve the Lord in good faith.” It is God who helps.
