1．イテロの訪問（18:1-12）
イスラエルの民は、エジプトから脱出したものの、その行き先には暗雲が垂れ込めていました。彼らの眼前には荒野が広がっていたのです。食料不足、水の確保の難しさ、さらに荒野の過酷な環境という難題に直面していました。そのような折、シナイ山のもとに宿営していたモーセのところに、舅のイテロが、モーセの妻チッポラと二人の子を連れてやってきたのです（2、3節）。
モーセは、イテロと互いの安否を語り合った後、これまで主がイスラエルのためにしてくださったこと、その困難と救いの次第を語りました。イテロはその話を聞きながら、イスラエルの主の卓越性を讃え「今、私は、主があらゆる神々に勝って偉大であることを知りました」と告白しています。
イテロはミデヤン人で、一般に聖書は、民数記25:17で、ミデヤン人が偶像崇拝者であるとしています。となると、イテロは、モーセの話を聞きながら、ここで初めて唯一まことの神を認めたのかもしれません。あるいは、かつてモーセと出会った時に、モーセから唯一まことの神への信仰を伝えられていて、信仰を持ち、ここでその素晴らしさをあらためて確認したのかもしれません。いつイテロが、天地創造の全能の神に対する信仰を持つに至ったのかは、よくわかりませんが、彼らは家族皆で神の卓越性を覚えているのです。つまり、神の素晴らしさを語り、祈りを献げ、信頼を深める時を持っているのです。
家族が互いにどのようなことを共有していくのかは重要なことでしょう。子どもが大きくなれば、それぞれ巣立ってしまうことが多いものですが、何かの折に家族が皆で集まり合うことはあるものでしょう。そこで分かち合われることは、必ずしも良いことばかりではありません。しばしば、子どもが何となく難しい苦境に立たせられているのかな、と思わされて、そっと見守ることもあれば、実際にあれこれ聞かされたりすることもあるものです。ただ聞かされても親としては何もできない、何かしたくてもまったく何もしてあげられないと思うこともあるのです。そのような時に、全能の神に信頼して祈ることができる、家族は強いのです。神は善であり、どのような時にも良い結果をもたらしてくださると、確信をもって語り合うことのできる家族は幸いなのです。
2．イテロの助言（18:13-27）
さて、舅のイテロは、モーセの側にいて、彼の働きを見ながら、その要領の悪さに驚いています。モーセは、イスラエルの民に起こる、さまざまなもめごとの仲裁を、ただ一人で担っていました。それは、まったくもって無謀な出来事でした。12節を読むと、イスラエルには、すでに長老制度があったとわかります。しかし、それが機能せず、何から何までモーセの下に相談が持ち込まれていたのです。なぜそのようなことが起こったのか。まあ会社の役職や学校の役割など、さまざまな組織でも同じように見られる問題です。つまり人の問題、どのような人がどのような役職につくのか、それが重要なのでしょう。
イテロは言います。「民全体の中から、神を恐れる、力のある人たち、不正の利を憎む誠実な人たちを見つけ、千人の長、百人の長、五十人の長、十人の長として民の上に立てなさい」（21節）。どのような人を選ぶか、イテロの助言は三つのポイントを明確にしています。第一に神を恐れる人。人の機嫌を伺うような人ではなく、目に見えない神を恐れて、神の御心を探るような人です。第二に、力のある人々。口上手な人、口先だけの人ではなくて、しっかり物事を進めてやり遂げる人です。第三に、不正の利を憎む誠実な人々です。やはり正直さ、誠実さのある人です。初代教会で最初に使徒たちの働きを手伝うために選ばれた執事たちも、「御霊と知恵に満ちた、評判の良い人たち」（使徒6:3）であることが条件でした。御霊に満ちたというのは神に認められた人、知恵に満ちたというのは適材であること、評判の良い人たちというのは、人にその誠実さを認められた人です。組織のカギを握るのは人です。イテロの助言は、他の人に任せることを考える余裕もないほどに民の指導に専念していたモーセの問題点をはっきりと示し、組織の在り方を改善するものでした。イテロの助言、そしてイテロのような人がやはり教会にも必要なのです。

Chapter 18 Advice from Father-in-Law Jethro
- Jethro’s Visit (18:1-12)
The Israelites had escaped from Egypt, but dark clouds hung over their destination. The wilderness lay before them. They faced food shortages, difficulty in obtaining water, and the harsh environment of the wilderness. At that time, Moses was camped at the foot of Mount Sinai when his father-in-law Jethro came to him with Moses’ wife Zipporah and their two children (verses 2 and 3).
After talking about each other’s well-being, Moses told Jethro about what the Lord had done for Israel up to that point, the difficulties and salvation they had received. As Jethro listened to the story, he praised the excellence of the Lord of Israel, confessing, “Now I know that the Lord is greater than all gods.”
Jethro was a Midianite, and the Bible generally states in Numbers 25:17 that the Midianites were idolaters. In that case, Jethro may have recognized the one true God for the first time while listening to Moses’ story. Or perhaps when he met Moses in the past, Moses told him about his faith in the one true God, and he had faith and confirmed His greatness here. We don’t know exactly when Jethro came to have faith in the almighty God who created the heavens and the earth, but the whole family remembers God’s excellence. In other words, they have time to talk about God’s greatness, offer prayers, and deepen their trust.
It is important for family members to share what they share with each other. As children grow up, they often leave home, but there are times when the family gathers together. The things shared there are not always good things. Often, we feel that our children are in some difficult situation, and we watch over them quietly, but sometimes we actually hear all about them. However, as parents, we feel that we can’t do anything even if we hear about it, and that we can’t do anything at all even if we want to. Families that can pray in trust to the Almighty God at such times are strong. Families that can speak with confidence that God is good and will always bring good results are blessed. - Jethro’s Advice (18:13-27)
Now, Jethro, Moses’ father-in-law, was by Moses’ side, watching his work and was amazed at his incompetence. Moses was the only one who was responsible for mediating the various disputes that arose among the people of Israel. It was a completely reckless event. If you read verse 12, you will see that Israel already had an elder system. However, it did not function, and Moses was consulted on everything. Why did this happen? Well, it is a problem that can be seen in various organizations, such as company positions and school roles. In other words, it is a problem of people, and what kind of people will take on what positions.
Jethro says, “Find out of the people mighty men, men of integrity, who fear God, who hate dishonest gain, and appoint them over the people as rulers of thousands, rulers of hundreds, rulers of fifties and rulers of tens” (verse 21). Jethro’s advice on what kind of people to choose is clear in three points. First, people who fear God. Not people who try to please others, but people who fear the invisible God and seek God’s will. Second, people with power. Not people who are good at talking, or just talk, but people who get things done. Third, people of integrity who hate dishonest gain. Again, people of honesty and integrity. The deacons first selected to help the apostles in the early church were also “men of good report, full of the Spirit and wisdom” (Acts 6:3). Being full of the Spirit means being recognized by God, being full of wisdom means being the right person, and being recognized by others means being recognized for their integrity. People hold the key to an organization. Jethro’s advice clearly identified the problem with Moses, who was so devoted to leading the people that he had no time to consider delegating to others, and it improved the organizational structure.The church needs Jethro’s advice and people like Jethro.
