この章には、イスラエルの民が約束の地に進むために行われた2回目の人口調査が記録されています。これは、ただ単に、人数を数えるだけの作業のように思えるかもしれません。しかし、実はこの調査にはさらに深い意味があります。それは、神の計画の進行と、人々に与えられた約束が実現されていることを示すものでした。
1．2回目の人口調査の命令（26:1-4）
まず、2回目の人口調査は、40年前にシナイの荒野で行われた調査とは違います。舞台はモアブの草原、目的も新しい世代の状況を確認することでした。具体的には、
1）軍事力の確認: カナンの地を占領するための準備をすること。
2）土地分配の計画: 各部族の相対的な人数を基に、土地を公平に割り当てる基準を作ること。
では、なぜこれが重要なのでしょうか。実はこれ、アブラハムに対する神の約束の実現を示しているのです。「あなたの子孫を大いなる国民にする」という創世記12章2節の言葉が、40年間の大変な荒野での試練の後でも、着実に守られていることが示されているのです。この調査は、統計的な記録ではなく、神の誠実さを数えているのです。
2．人口調査の結果（26:5-52）
調査結果を見てみましょう。まず、第一回目の調査と比べると、わずか0.3％減少してはいますが、約60年間の試練にも拘らず、全体の人口はほぼ変わっていません。いくつか繁栄した部族もありました。最も増えたのはマナセ族（64％増加）、次いでベニヤミン族とアシュル族（29％増加）です。逆に減少した部族もありました。最も減少したのはシメオン族（63％減少）で、これは、24,000人が死亡したバアル・ペオルの罪の災害によるものだ、と考えられています（25章）。
さらに注目すべきは、各氏族の名前が記録されていることです。神が個々の人々を大切に思い、全体を構成する個人に関心を持っていることを示しています。
- 土地の分配（26:52-56）
この調査結果に基づいて、土地は各部族の人数に応じて分配されました。人数の多い部族には多く、少ない部族には少なく与えられるのです。これで公平が保たれます。しかし、争いを避けるため、具体的な分配は、くじ引きによって行われました。ここに重要なポイントがあります。
くじ引きと言う行為は、ただ運任せというのではありません。イスラエルの民は、この方法を通じて、自分たちに対する計画を実現される神の主権を覚え、神が土地分配をも導かれると考えました。私たちの計画や戦略を立てる中でも、神の決定を覚えて、委ねることの大切さを教えられる瞬間です。
4．レビ人の人口調査（26:57-62）
レビ人の人口は別に記録されています。彼らは軍事には参加せず、宗教的任務に従事するため、土地を相続することもありませんでした。代わりに、イスラエル全体に散在する48の町に住むように定められました。
それは彼らの使命を際立たせるためです。彼らの遺産は土地ではなく、神との特別な関係でした。つまり人々を神にしっかりつなぎとめる役割を担っていたのです。そこで、彼らは土地を持たず、各部族間に散らばり、各部族の信仰を養い育てる使命に生きたのです。
なおモーセの系図には、省略があることに注意すべきでしょう。聖書の記録は神学的メッセージを優先するためであるということが、ここにおいても認められるのです。
5．約束の地の手前で（26:63-65）
40年という時間の間に、古い世代は荒野で尽き果て、新しい世代が約束の地に進もうとしています。この中で生き残ったのはカレブとヨシュアだけでした（65節）。しかし神の約束は変わりません。民が失敗をしても、神の忠実さは揺らぐことはありません。彼らが新たな一歩を踏み出すのは、彼ら自身の努力によるものではなく、神が約束を守られたからです。
これは、私たちにも言えることです。失敗があっても、神の約束は不変です。過去を捨て去って、前に進む勇気を持ちましょう。

Numbers 26: The Second Census
This chapter records the second census of the Israelites, conducted as they prepared to enter the promised land. At first glance, this might seem like a simple task of counting people. However, this census carries a much deeper meaning. It demonstrates the unfolding of God’s plan and the fulfillment of His promises to His people. - The Command for the Second Census (26:1–4)
The second census was different from the first one, which had been conducted 40 years earlier in the wilderness of Sinai. This time, the setting was the plains of Moab, and the purpose was to assess the situation of the new generation. Specifically, the census aimed to:
Confirm military strength: To prepare for the conquest of Canaan.
Plan land distribution: To establish fair allocations of land based on the relative size of each tribe.
Why was this so significant? Because it reflected the fulfillment of God’s promise to Abraham: “I will make your descendants into a great nation” (Genesis 12:2). Even after 40 challenging years in the wilderness, this census showed that God’s promise had been kept. It was not merely a statistical record; it was a testament to God’s faithfulness. - The Results of the Census (26:5–52)
Let’s take a closer look at the results. The total population remained remarkably stable at around 600,000 men, a mere 0.3% decrease despite the trials of the wilderness. However, some tribes thrived while others declined:
Increases: The tribe of Manasseh grew significantly (64%), followed by Benjamin and Asher (29% each).
Decreases: The tribe of Simeon saw the largest drop (63%), likely due to the punishment for the sin of Baal-Peor, which resulted in the deaths of 24,000 people (Numbers 25).
Another noteworthy change is the inclusion of family names in this census. This detail highlights that God values not only the collective whole but also the individuals who make up His people. Every person matters in His plan. - Land Allocation Based on the Census (26:52–56)
The census results served as the foundation for distributing the promised land. Larger tribes received more land, while smaller tribes received less. This approach ensured fairness. However, to avoid disputes, the final allocation of land was determined by casting lots.
It’s important to note that casting lots wasn’t seen as random chance. The Israelites believed this method allowed God to guide the distribution, affirming His sovereignty over the process. This reminds us that even as we plan and strategize, we should acknowledge and trust in God’s greater authority. This trust can give us patience and hope, especially when things don’t go as we expect. - The Special Role of the Levites (26:57–62)
The Levites were counted separately because their role differed from that of the other tribes. They didn’t serve in the military, nor did they inherit land. Instead, they were assigned to religious duties and lived in 48 towns scattered throughout Israel.
This arrangement emphasized their calling. Their true inheritance was their unique relationship with God and their role in connecting others to Him. By living among the tribes, they served as spiritual guides, ensuring that faith remained central to the community.
It’s worth noting that the genealogies in this chapter may include omissions. Biblical records often prioritize theological messages over exhaustive detail. - At the Threshold of the Promised Land (26:63–65)
Over the course of 40 years, the older generation had passed away in the wilderness, and the new generation was preparing to enter the promised land. Of the previous generation, only Caleb and Joshua remained (v. 65). Despite the failures of the people, God’s promise had not changed. It was His unwavering faithfulness, not their efforts, that enabled them to take this next step.
A Lesson for Us Today
This story carries a timeless truth: even when we face setbacks, there is always a path forward. We are invited to let go of past failures and embrace the courage to move ahead.
