1．エルサレムの町の再建
城壁再建の後、ネヘミヤは、二人の人物にエルサレムを治めるように命じました。ハナニとハナヌヤです。ただ彼らは、正確に言えば、行政長官としてではなく、警備長として任じられたようです。行政の担当者は、すでに各地区において任じられているからです（3:9）。敵の破壊活動の強い時期においては、自然な対応でした。実際、警備は固く、開門と閉門は、日の出と日没ではなく、「太陽が高く上って暑くなる」頃、つまり住民全員が活動する時とされていたのです。注目すべきは、ネヘミヤがどのような人を警備の長として選別したかです。それは、誠実さと神を畏れる心の態度を持った人でした。これもまたよく理解できることです。使徒パウロも教会の働き人としてどのような人を任じるべきかを明確にしています。働きにはそれにふさわしい人がやはり見つけ出されなくてはなりません。
さて、エルサレムへの第一次帰還者の数は、66節以下を見ても、約5-10万程度です。そのごく一部がエルサレムに住みました。当時のエルサレムは東西500メートル、南北1キロ程度とされていました。ですから、4節「この町は広々としていて大きかったが、そのうちの住民は少なく、家もまだ十分に建てられていなかった」というのは理解できることです。後に、近郊に住むユダヤ人を、籤でエルサレムに移住させる計画が実行されています（11:1）。
こうしてみるとエルサレムの町を再建することは、ただ帰還し、城壁を再建する以上の努力を必要としたことがわかります。あらゆるものを動員し、エネルギーを注ぎ込んで、再配置する知恵を必要とすることでした。それはまさに神の恵みと導きがあればこそ、成し遂げられることであったのです。
2．エルサレム移住計画
5節からは、こうしたエルサレム移住計画の前準備として、人口調査が行われ作成された名簿です。この名簿は基本的にエズラ記2章の内容と一致しています。注目されるのは、ネヘミヤが移住者の出所を明らかにして、エルサレムに住むべき人として純粋なユダヤ人のみに絞った点です（61、64節）。ここでも彼らは目的をもって人員を絞り込みました。
そのような意味では、教会も同じです。全ての人に教会の門戸は開かれていますが、教会のメンバーは、出所の明らかな人、つまりはキリストの新生に拠って立っている人に限られるのです。つまり彼らは、イエスを救い主として感謝して受け止めているのみならず、イエスを自分の主とし、はっきりイエスの権威のもとに遜ってイエスに従う決意を持った人です。これは重要な点です。日本人は和を重んじる民ですから、どうしても物事を曖昧にしがちです。しかし教会も目的を持った集まりですから、メンバーをその目的に沿って限定しなければ、目的は達成されないでしょう。もちろん、差別の意図は全くありません。教会を建て上げることは、キリスト教趣味同好会を作ること、あるいは慈善活動団体になる以上のものです。教会は、キリストを主として従い、十字架のイエスを主と告白し、復活のイエスの恵みを証しする場、その恵みが等しく味わうことができることを分かち合う場なのです。教会が世の光、地の塩であるというのは、そういうことです。アンテオケにおいてイエスの弟子たちが初めてクリスチャンと呼ばれるようになったのも、そのような彼らのアイデンティティが明らかであったからでしょう。教会を教会として完成させてまいりましょう。では今日もよき一日となるように祈ります。

Chapter 7 Town Reconstruction and Population Survey
1. Rebuilding the city of Jerusalem
After the walls were rebuilt, Nehemiah ordered two men to rule over Jerusalem. Hanani and Hananiah. However, it seems that they were appointed as chiefs of security, not as chief executives, to be exact. Administrative officials are already appointed in each district (3:9). In a period of high enemy sabotage, it was a natural possibility. Security was tight, and the gates were opened and closed not at sunrise and sunset, but when “the sun was high and hot”, when all the residents were active. What should be noted is what kind of person Nehemiah chose to be the chief of the guard. It was a man with an attitude of sincerity and God-fearing heart. This is also very understandable. The Apostle Paul also clarifies what kind of people should be appointed as church workers. A worthy person must still be found for the work.
Now, the number of first returnees to Jerusalem is about 50,000 to 100,000, even if we look at verses 66 and below. A small part of them lived in Jerusalem. At that time, Jerusalem was about 500 meters from east to west and about 1 kilometer from north to south. Therefore, it is understandable that verse 4 says, “The city was spacious and great, but the inhabitants were few in it, and the houses were not yet fully built.” Later, a plan was put in place to force the Jews living in the vicinity to emigrate to Jerusalem by lottery (11:1).
Looking at it this way, we can see that rebuilding the city of Jerusalem required more effort than just returning and rebuilding the city walls. It required wisdom to mobilize, energize and rearrange everything. It was only possible because of God’s grace and guidance.
2. Jerusalem migration plan
From verse 5 onwards, it is a list created after a census was taken as a preliminary preparation for such a plan to emigrate to Jerusalem. This list is basically consistent with the contents of Ezra chapter 2. What is noteworthy is that Nehemiah clarified the origin of the immigrants and narrowed them down to pure Jews as those who should live in Jerusalem (verses 61, 64).
In that sense, the church is the same. The doors of the church are open to all, but the members of the church are limited to those whose origin is clear, that is, those who stand by the new birth of Christ. In other words, they are people who not only gratefully accept Jesus as their Savior, but also have Jesus as their Lord and are determined to follow Him, clearly hovering under His authority. This is an important point. Japanese are people who value harmony, so they tend to make things vague. However, a church is also a group with a purpose, so if we don’t limit our members according to that purpose, we won’t be able to achieve that purpose. Of course, there is no intention of discrimination at all. Building a church is more than creating a Christian hobby club or becoming a charitable organization. The church is a place where we follow Christ as Lord, confess the crucified Jesus as our Lord, testify to the grace of the resurrected Jesus, and share that grace can be enjoyed equally. That is what it means to say that the Church is the light of the world and the salt of the earth. In Antioch, Jesus’ disciples were called Christians for the first time because their identity was clear. Let us complete the church as a church. I hope you have a good day today.
