1．イスラエルとの契約（19:1-8）
1節、第三の新月の日、つまりエジプトを出てから七週目、イスラエルの民はシナイの荒野にあるシナイ山のふもとに到着しました。さまざまな説がありますが、一般にシナイ山は、今日のエベル・ムーサと呼ばれる山だとされています。そして彼らが辿りついた場所は、その北西にある今日エル・ラハと呼ばれている長さ四キロ、幅六百メートルから千メートルの広い谷間の平地だとされています。そこはかつてモーセが、燃える柴を目撃し、神の召しを受けた場所でもありました。
さてその翌日、モーセは神に呼び寄せられて、シナイ山の頂上に登りました。そこでモーセは主からのことばを受け取ります。主はこう仰せられました。「あなたがたが確かにわたしの声に聞き従い、わたしの契約を守るなら、あなたがたはあらゆる民族の中にあって、わたしの宝となる。全世界はわたしのものであるから。あなたがたはわたしにとって祭司の王国、聖なる国民となる。これがイスラエルの子らにあなたが語るべきことばである（5、6節）。」
モーセはこれをそのままイスラエルの民に伝えていくのです。注目すべきは、このことばは、そっくりそのままではないとしても、かつてアブラハムに与えられ、イサク、ヤコブと継承されてきた主の約束のことばそのものです。すでに創世記を読んだ方は、覚えておられると思います。アブラハム、イサク、ヤコブは、同じことば「地のすべての国々は、あなたによって祝福される」を繰り返し語られています（創世記12:3、26:4、28:14）。その同じ神のことばが、モーセにもそしてモーセを通して、イスラエルの民にも繰り返されます。
こうして創世記と出エジプト記はつながっているのです。かつて神がイスラエルの先祖である族長たちと結んだ契約を、今度は、イスラエルの民全体と結ぼうとしているのです。そして族長たちの家族ではなく、族長たちから出たイスラエル民族全体を通して、全世界が祝福されることを語っているのです。イスラエルの民は、モーセが伝えた主のことばを受け入れ、従うことを神に表明しました。
2．神を神として恐れ近づく（19:9-25）
そこで神は、今やモーセとではなく、民と直接対面しようとされます。そしてそのために、自らを聖別し、神にお会いする備えをせよ、と応じるのです。21節「下って行って、民に警告せよ。彼らが見ようとして主の方に押し破ってきて、多くの者が滅びることのないように」たしかに、神が私たちの前に現れるとしたら、それは非常に興味深いこと。この目で見てみたいと思う人はいるでしょう。あるいは、不安や恐れを抱く人もいるでしょうし、さまざまであると思われます。
そしてヨブ記を読んだことのある人は、もし神に直接お会いするのなら、それなりの心構えがあることは理解するはずです。ヨブが、神との対話によって教えられたことは、神と人間がいかに大きく違うものであるか、神の高さに人はまったく及ばないことです。神の目からすれば人間は地の塵に等しい存在です。神を神として崇めることもなく、神を見世物小屋にいる物珍しい見世物のように見ようとする、人間の思いあがった心に、神は警告を発するのです。
イスラエルの民は、身をきよめ、着物を洗い、神にお会いする備えを命じられました。それらは儀式的なように思われる部分もありますが、神は心を見られるお方なので、神にお会いするにふさわしい心を持つことを意味しました。
こうして聖書は、それまでアブラハム家の物語であったものが、ここからは、イスラエルの民の物語、つまり唯一まことの神を信じるイスラエルの民を通して、地のすべての民族にもたらされる神の祝福が語られていくのです。そしてこの後の19～24章は、どのようにして神の祝福を地にもたらす者になるのかを教える重要な内容となっています。
それらは一般には十戒と呼ばれています。殺してはならない、偽ってはならないなど神に与えられた十の戒めで、神を信じて生きていく者の生活規範を語るものです。それは、周囲の国々に、信じている神の素晴らしさを伝え、分かち合う祭司の王国、聖なる国民となるために必要なものでした。
当時これらの教えは、民族的な意味でのイスラエルに向けて語られました。しかし、今日、この出エジプト記の教えは、実際にイスラエルの国籍を持つ民族的な意味でのイスラエルではなく、霊的な意味でのイスラエルに向けられたものと理解するのがよいのでしょう。つまり民族的、人種的な枠を超えて神を信じようとする者は皆「地のすべての国々はあなたによって祝福される」という神の約束に生きることに招かれているのです。

Chapter 19: Covenant with Israel
- Covenant with Israel (19:1-8)
Verse 1: On the day of the third new moon, that is, the seventh week after leaving Egypt, the Israelites arrived at the foot of Mount Sinai in the Sinai wilderness. There are various theories, but it is generally believed that Mount Sinai is the mountain today called Ebel Musa. The place where they arrived is a wide valley flatland, four kilometers long and six hundred to one thousand meters wide, located northwest of it, today called El Raha. This is also the place where Moses once witnessed the burning bush and was called by God.
The next day, Moses was called by God and climbed to the top of Mount Sinai. There, Moses received the word from the Lord. The Lord said: “If you will obey my voice and keep my covenant, then you will be my treasured possession among all the peoples, for the whole world is mine. You will be to me a kingdom of priests and a holy nation. These are the words you shall speak to the children of Israel (verses 5 and 6).”
Moses conveys this exactly to the people of Israel. It is noteworthy that these words, although not exactly the same, are the very words of the Lord’s promise that was given to Abraham and passed down to Isaac and Jacob. Those who have already read Genesis will remember this. Abraham, Isaac, and Jacob repeatedly say the same words, “All nations of the earth will be blessed in you” (Genesis 12:3, 26:4, 28:14). The same words of God are repeated to Moses and through Moses to the people of Israel.
This is how Genesis and Exodus are connected. God is now going to make the same covenant that he made with the patriarchs, the ancestors of Israel, with the whole nation of Israel. And he is saying that the whole world will be blessed not through the families of the patriarchs, but through the whole nation of Israel that descended from the patriarchs. The people of Israel accepted the word of the Lord that Moses conveyed and expressed to God that they would obey it. - Approach God as God and fear Him (19:9-25)
So now God wants to meet the people face to face, not with Moses. And for that, he responds by telling them to sanctify themselves and prepare to meet God. Verse 21: “Go down and warn the people, lest they break through to see the Lord, and many perish.” Indeed, it would be very interesting if God were to appear before us. Some people would want to see it with their own eyes. Others may feel anxious or afraid, and there are probably many different reasons.
And those who have read the Book of Job should understand that if you are to meet God directly, you need to be prepared for that. What Job learned from his conversation with God is how different God and humans are, and that humans cannot reach the height of God at all. In God’s eyes, humans are like the dust of the earth. God warns against the arrogant hearts of humans who do not worship God as God, but try to see Him as a curious spectacle in a freak show.
The people of Israel were commanded to cleanse themselves, wash their clothes, and prepare to meet God. Although some of these may seem like rituals, they meant that God, who sees the heart, should have a heart worthy of meeting God.
Thus, from this point on, the Bible, which had been the story of the Abrahamic family, begins to tell the story of the people of Israel, that is, the blessings of God that will be brought to all the peoples of the earth through the people of Israel who believe in the one true God. The following chapters 19 to 24 contain important information that teach us how to be those who bring God’s blessings to the earth.
These are generally called the Ten Commandments. These are the ten commandments given by God, such as “Do not kill” and “Do not lie,” and they tell us the code of conduct for those who live by believing in God. They were necessary to become a kingdom of priests and a holy nation that communicates and shares the greatness of the God they believe in with the surrounding nations.
At that time, these teachings were spoken to Israel in an ethnic sense. However, today, it is better to understand that the teachings of Exodus are directed not to Israel in an ethnic sense that actually has Israeli nationality, but to Israel in a spiritual sense. In other words, all those who try to believe in God beyond ethnic and racial boundaries are invited to live by God’s promise that “all nations of the earth will be blessed through you.”
